How it works
The U.S. Department of Energy describes gutters, downspouts and grading as parts of managing water around a foundation, with the goal of moving water away from the building.
The whole path
A clean gutter is useful, but it is only part of the route. Ask where each downspout discharges and what happens to the water next.
Your decision
Start with observations from a safe place. Note where water pools and bring photos to a qualified assessment. Do not enter floodwater to investigate.
