The state program
The Texas Department of Licensing and Regulation runs a residential solar retailer program. Its page explains that installing a system involves electrical work that must be done by licensed electricians, and that residential solar contracts must meet consumer requirements.
Registration of solar retailers and salespeople is required for residential solar sales and leases from September 1, 2026. Enforcement of two administrative rules, on disclosures (71.41) and educational materials (71.43), is temporarily suspended until November 1, 2026; registration itself is not suspended.

Simple checks before signing
- Ask who will do the electrical work, and look up their license yourself.
- Ask whether the company and salesperson are registered where the state requires it, and check it yourself.
- Read the whole contract, including cancellation terms, warranties and any financing terms.
- Keep copies of everything you sign and every promise made in writing.
